Carried or added to toolbelt to traverse between the islands of the Stormguard Citadel Dig Site.

Notes

Wingsuit v1 is made by restoring a Wingsuit v1 (damaged). In order to restore it, it must be brought to a Restoration workbench and the player must have the following Materials in their inventory or material storage:
The Wingsuit v1 (regardless of whether or not it's on your toolbelt) can be upgraded into a Wingsuit v2 to expand where you can fly within the Stormguard Citadel by adding two lightning conductors. The lighting conductors can found on the bottom of the building on the NorthWest Island (it's just North of the central pillar of the building) and down the rope on the SouthWest cliff edge of the SouthEast Island.

While wingsuits cannot be equipped manually, they require both the main and off-hand weapon slots to be free in order to be used when leaping from the bridges in the Stormguard Citadel.

If lost, wingsuits of any level can be reobtained by talking to Gee'ka about the Wing Out Mystery.
