Tindel merchant in Port Khazard or at the Void Knights' Outpost for 2,000,000gp. It can also be repaired on an armour stand in a Player-Owned House for less depending on your Smithing level.
Excluding those found in the boss rooms, wearing this robe top will make all monsters in the God Wars Dungeon unaggressive towards you.
