To obtain this blade you must first purchase the Ceremonial Sword II reward for 30% respect from the Artisans' Workshop. You then have to smith the blade perfectly like a normal Ceremonial Sword. You receive 4538 Smithing experience and this sword as an item reward for completing it with no mistakes. If you make any mistakes you get an appropriate percentage of the experience, but no sword.
To make the sword use a steel ingot (heated) on an anvil in the Artisans' Workshop (west end) with a hammer, golden hammer or sacred clay hammer in your inventory.
