Equip the Ghostly Robes, the Ring of visibility, and the Ghostspeak amulet. Now, head to the forest south of the Fremennik lodestone and locate to the ghost of General Khazard, wandering around southwest of the swaying tree. Speak to him until he gives you the option to say "Uh, well, you don't really have eyes so how can you tell?" He will then say that it doesn't matter, but you cannot be trusted. Reply with "I'm a very trustworthy person." He will ask you to go visit the "Sin Seer" who can be found on the same floor of the same house as the spinning wheel in seers village.
Note: The easiest way to reach the Fremennik province is by using the Fremennik lodestone.

Travel to Seers' Village and talk to Sin Seer on the second floor of the house with the spinning wheel. Use the "Bribe" option to bribe her 40 coins to aid your cause. She will give you a note to take back to the ghost of General Khazard

General Khazard will give you a mission to talk with 4 of his scouts and give them each a message. One scout wanders around south of the Shantay Pass.
Note: The easiest way to reach the Shantay Pass is by using the Al Karid lodestone and then running south.

The second scount can be found northeast of the Falador farming patch.
Note: The easiest way to reach the area is by using the Draynor lodestone and then running west.

Another scout wanders around in the jungle near the mine southeast of Tai Bwo Wannai.
Note: The easiest way to reach Tai Bwo Wannai is by using the Karamja lodestone and then running southeast.

The fourth scout can be found in the woods south of the gate to the Tree Gnome Stronghold.

Once you have delivered all the 4 messages, return to General Khazard. He will ask you to venture down into the cave, near where the fish-men gather, and will give you a Severed leg. This is the goblin cave just east of the entrance to the Fishing Guild. Before proceeding to the next step, prepare yourself for a battle during which you cannot use prayers.
Note: The easiest way to reach the guild is by using the Ardougne lodestone and then running north.

Enter the cave and head to the most northeastern room. In the southern wall you will find a crack. Go through the crack and you will see cut scene about the Bouncer, and how General Khazard has once again thwarted your plans.

When you have nearly killed the Bouncer (level 91) you will throw the Severed leg. The bouncer will chase it and get stabbed in the back by you.
Note: When dealing the final blow, make sure you are standing in the center of the cave or you will not throw the leg.
