Used with Bottom of sceptre to make a Runed scepter.
Notes
One of the 4 parts used to make a Skull sceptre. It is combined with the bottom of sceptre to get the runed sceptre. It's the hardest part of the Skull sceptre to obtain. A player can have any number of sceptre pieces in the bank, but only one completed Skull Sceptre (in bank or inventory) at a time.
