It reads: "I, King Vargas, proclaim that the bearer of this scroll is the Regent of Miscellania." Show this to the Guard, guarding a ladder near the castle, to be allowed to enter the Miscellania Dungeon. If lost or destroyed, it can be retrieved by talking to King Vargas
