To make this item, bring Thormac a Water battlestaff and pay 40,000 coins to create it. Note that you will only need to pay him 27,000 coins after completion of the Hard Seers' Village Task set.
You may set this staff to auto cast related spells, if you have the other runes necessary in your inventory.
If you just wish for a cosmetic upgrade, you can use the Shade skull (at 85 Crafting) to create a Necromancer's water staff.
