When fully charged, it can be used to collect the memories of Mahjarrat during the Mahjarrat Memories miniquest.
Notes
The device must first be charged with 500 Vibrant or higher memories before it can be taken to a location where a Mahjarrat stayed for a long time and used to collect and store their memories. It must be recharged with another 500 memories after collecting each Mahjarrat's memory for a total of 7,500 to collect all 15.
When it is charged, it will become an Engrammeter.
If lost or destroyed, you can receive another one from Kharshai.
