This item is created during the Second Doric and Boric Task. It is made after speaking with Doric then using 2 Bronze bars on his nearby anvil. You will gain 25 Smithing experience for this.
Once the piece is made, it will need to be used on the center cannon on the North side of the Burthorpe castle roof, just North of the lode stode.
