It is one of the ingredients for making the Anti-mind control serum to stop Mother Mallum. It can be obtained by talk ing to Bailey, who is under the control of a sea slug. Punch him andask him to prove he shows no pain. He will then cut himself with a bit of glass and hand it to you.
