Talk to Brother Omad in the Ardougne Monastery he'll tell you that he has been unable to sleep because Brother Androe's son's blanket has been stolen by bandits and the child won't stop crying.

Go northwest to a ring of stones (It's just east of the Khazard battlefield and southwest of the Clock tower). Stand in the middle of the circle and a ladder will appear. Climb down it.

Go south and take the first turn. Enter the room and either fight or ignore the thieves (two level 21 and a level 25). Take the Child's blanket from the table at the back of the room and return to Brother Omad.

Talk to him and he'll tell you that he wants to arrange a party for the child's birthday. He sent Brother Cedric for some wine, but he hasn't returned. Omad says that Cedric probably got drunk and lost in the forest.

Head northeast of the monastery towards the Ardougne zoo fence and you'll find Brother Cedric and his broken cart just south of the camel cage. You'll need to give him the Jug of water to sober him up. (If you don't have one, you can buy a jug from the Ardougne general store and fill it from the well near Brother Cedric).
Talk to him and he'll ask you to get wood to fix his broken cart. Give him the log if you have it or cut down a tree. He'll now tell you to go let Brother Omad know he'll be there soon.

Go back to Brother Omad and talk to him. Now that everything is arranged, he can start the party.
