The Tithe Master is in charge of all the tithe collectors, making sure there is plenty of good quality blood available for the Vyres. During The Branches of Darkmeyer there is a cutscene of a Blood tither on trial before the Tithe Master for breaking a sample of blood. You have to decide whether to be merciful, or put the collector to death. By participating in the trial you gain more status. After the quest, you cannot interact with him.
