He is found when you investigate a Message in a bottle(Arc) and travel to his island; you will be given 1 taijitu for your discovery.
If you talk to him while wearing a Monkey speak amulet or Cramulet you will learn that the Harbinger sunk his ship. Attempting to talk to him without wearing one of these amulets will result in him replying "Ook!" since you will be unable to understand him.
His bottle can be found on Aminishi; on the South Eastern area of the beach, near where Cap'n Ekahi was first met.
