When you use the upgraded Jennica's ring to access the portal in the Rogue's castle in the wilderness you can free the rogue there(see the bottom of the Summer's End quest guide for how to free him). He will appear in Varrock, Southeast of Lowe's Archery Store, where he will buy any un-enchanted gold jewelery for its low alch value. He will accept the jewelery either noted or un-noted.
