Pirate Pete is a pirate who currently works for Captain Braindeath. If you ask him if he is a relation of Party Pete, the owner of the Party Room in Falador, he will confirm that he is his cousin and tell you a story about a birthday party he once hosted that has gone down in official RuneScape history as the fifth worst party ever.
You can start Rum Deal by talking to Pete after which he will distract you and knock you out for the voyage to Braindeath Island. After the quest, you can travel to the island if needed by talking to Pete again.
