The Pillory Guard is a retired random event character that is now found next to the pillory cages around RuneScape. Attempting to pickpocket him will get you teleported into one of the cages close by. If you try to unlock the cage you'll be asked if you want to leave, saying yes will get you teleported next to the guard again.
