While one would expect Willy to be the cyclops, he is actually the parrot. They are found when you investigate a Message in a bottle(Arc) and travel to their island; you will be given 1 taijitu for your discovery.
Their bottle can be found on Whale's Maw; Floating in the water near the South Eastern fishing dock.
