During Curse of the Black Stone, <a href="$plnk3482">Steven</a> wishes to make amends with his wife. It seems that due to his absence sailing, she has gotten into a relationship with <a href="$plnk3401">Count Ludwig Koppenploppen</a>. It is your responsibility to speak with the local seagulls to prove that he is not as reputable as she seems to think. This will fix their relationship, or at least start to, and you can proceed with the quest.
