During the The Fremennik Trials quest, he'll give you his vote if you can out-drink him. Speak to him to start the Glorious Memories quest, where he wants to have a birthday party for Brundt the Cheiftian. At the end of the Glorious Memories quest he gives you a Tome of glorious deeds.
