While traveling in time to try and reach a past version of the secret bunker on the iceberg, you seem to find yourself in an area that looks like the Mining Guild. However, it is populated by a bunch of people who all look and act in a peculiar fashion. Thankfully this guy is there trying to investigate the situation. He will give you a pair of Worthless old boots that can cause your De-lore-ing device to reboot when you use them on it.
