Before starting Remains of the Necrolord, these guys can only be examined. During it you will free 3 of their souls from their bindings to the Necrolords of Daemonheim. Once you have completed Remains of the Necrolord, 14 more will be available to free. Doing so completes the "Draugr Me to Hela" Achievement which is required for the $ilnkfull27076. Note that each freed Listless dead adds 1 soul to your Well of Souls.
