Lady Hefin is the leader of Clan Hefin and you can talk to her to learn more about herself and her clan. She also switches between and calls out stances for you to copy while balancing on one of the nearby Serenity posts which provides up to 20,000 Agility experience per day.
During Plague's End you must find where she's living as a hermit on the west shore of the Poison Waste south of Isafdar and let her know that it's time to re-grow Prifddinas so that she can join the other clan lords and ladies.
