Klarense is a sailor who owns a damaged ship called the Lady Lumbridge.
During Dragon Slayer you will buy the Lady Lumbridge from him for 2,000 gold coins in order to sail to the island of Crandor.
If you talk to him after the quest you will find out that he has recovered the Lady Lumbridge after she was wrecked on Crandor and just painted "Klarense's Crusier" over her name. You will not be able to use this ship to return to the island, you will need to take the route through Karamja Volcano.
