Speaking to her will enable you to obtain and customize a Herald cape. In order to fully customize the cape, you will need to do several specific things. These include:

Complete The Blood Pact
Complete Myths of the White Lands
Complete Vampyre Slayer
Complete 24 Achievements
Complete Dragon Slayer
Complete the event "Turkey Protest"

Note that you will only be able to customize the Lumbridge version of the cape here. If you have a Herald cape from another city, she will ask you if you would like to change it to a Lumbridge one as it is not possible to have multiple versions.
