During Mourning's Ends Part I quest, you must use a Feather on this Gnome to get try to get information on how to repair the Broken device. Then use a Feather and Toad crunchies on him and he informs you that he will need a Magic log and Soft leather. After bringing him the items, 'Release' him and he will become the Gnome and will repair the Broken device anytime you give it to him with a Magic log, Soft leather, and Toad crunchies.
