West of the Lodestone upon arrival to the island; South wall inside the Town Hall after the tutorial.

When first arriving to Anachronia, there will be a trail leading to Giles as you will need to complete the Tutorial before you can begin to upgrade the Base Camp.
Once you have completed it, Giles will move into the Town Hall and function as the manager for all changes you desire to make at your Base Camp.
You can also speak to him about himself.
After completion of Desperate Measures, you can give him a Ceremonial dragonkin device and a Ceremonial dragonkin tablet to complete the "Giles: Desperate For Artefacts" Achievement. Completing this Achievement will reward you with the Cosmic pyramid.
