Flippers McGraw is penguin in a pirate hat found with his companion Bard Roberts.
After finishing Impressing the Locals, if you talk to him when you have a raw seerfish, tarpon, sillago, or wobbegong in your inventory he will ask for the fish and then offer to join your crew so he can get more. Should you do this before completing any of the other Arc miniquests, he will have bit roles in Jed Hunter, Eye for an Eye, Harbinger, and Final Destination.
