He is the commander of the Black Guard in Keldagrim. Talk to him to start The Giant Dwarf and Forgiveness of a Chaos Dwarf quests. During the quest, he will appear as "Veldaban" with a combat level of 59, but will go back to normal again. He is the main person to talk to throughout the King of the Dwarves quest.
