During The Feud quest; you will get this item when you kill the Bandit leader's Tough Guy (level 75),
Talk to Ali Morrisane and ask about his selection of blackjacks to buy. You will need to have done part 3 of the Rogue Trader minigame that allows you to buy the offensive blackjacks as opposed to the defensive ones. By redoing part 3 of the miniquest though, you can switch back and forth. You can also use this in Pollnivneach, where you have the option to lure and knock out the villagers, bandits, and Menaphite thugs.
