A starfury bow is made by talking to Ivar just inside the Artisan's Workshop in Falador.
To make the bow you will need a Starfire bow and a Starborn diamond.
Using the "Change" option will allow you to change the level of the weapon. The options are levels 1, 20, 40 or 60. This will change this bow into one of the following; Starfury bow (1), Starfury bow (20), or Starfury bow (60).
