Buy from Seravel, upstairs from Fishing shop in Shilo Village or from Captain Shanks at the "Lady of the Waves" ship. The "Lady of the Waves" is berthed west of Shilo Village (opposite Cairn Island) and sails to either Port Khazard or Port Sarim.
