Royal dragons can be traded player to player but are not sold on the GE.
Royal dragons are a shiny version of a Black dragon and have very specific requirements for one to be bred. The pair of dragons breeding must have the 3 dragons breaths (Frost Breath, Poisonous Breath, and Shock Breath). They do not each need all 3 breaths, but the combined pair must have the 3 breaths for the chance of a Royal dragon. Any color dragon has the chance to breed a royal dragon, but the egg laid has to be a Black dragon egg, thus breeding Black dragon will increase the chance since they primarily breed Black dragon eggs.
Due to the requirement of 3 breaths and being a black egg, there is a 5% base chance of a black egg being a Royal dragon egg. Certain traits on the breeding pair increase the chance of a Royal dragon: Sparkling grants a 1% boost, Glistening grants 1.5% boost, and Radiant 2.5% boost. Additionally, if egg itself has one of the 3 traits listed, it will also increase the chance of a Royal dragon. All of the boosts will stack with each other. So, for instance, having glistening and radiant would provide an additional 4% chance together.
Dragons are kept in the Large pens or the Breeding pen at Player-Owned Farms. Dragons need to be feed while in pens. They eat most raw meat or fish. See Fishy mush or Meaty mush for available options.
At the Adolescent, Adult, and Elder growth stages the Royal Dragon will provide 2 Royal dragonhides, there is also a rare chance to recieve a Draconic visage. The following table shows the the time it takes to grow a dragon and the experience given:
