Made by adding Wheat and Fishing bait to the hopper at a windmill, pulling the lever, and use an Empty pot on the flour bin.
During the quest, this must be given to Nails Newton, outside of the pub in Taverley, to obtain a Maggoty pie shell.
If lost or destroyed it can be retrieved by repeating the process.
