Murcaily will only give them to you if you have earned at least 60% favor during the Tai Bwo Wannai Clean Up. You must give this to My Arm at the farming patch on the roof of the Troll Stronghold. If lost or destroyed, it can be retrieved by talking to Murcaily again.
