This item is created by taking the <a href="/database/item/empty-enchanted-quotvacuumquot-vial">Empty enchanted "vacuum" vial</a> to the top of Ice Mountain (North of <a href="/rs3/city/falador">Falador</a>/West of <a href="/rs3/city/edgeville">Edgeville</a>) and clicking the vial. This will automatically fill it with the "clear winds of winter" found on the mountain.
