Using an Ex-parrot in a magic cage on the stone slab (with the black mask symbol on it) West of the Cave Horror dungeon on Mos Le'Harmless. You can then take the bird out of the cage and you will have an Ex-ex-parrot.
It is not required to be fed, however, it will eat Rock fragments. These are found by using a chisel on the same slab which you used to create it.
You can place your Ex-ex-parrot back into the Magic cage making an Ex-ex-parrot in a magic cage. This serves no real function, but can be done.
