You will need to take it to Ice Mountain (North of <a href="/rs3/city/falador">Falador</a>/West of <a href="/rs3/city/edgeville">Edgeville</a>) in order to fill it with the "clear winds of winter" found on the mountain. Simply clicking on the vial once there will fill it for you.
