This was once obtained by selecting the 'Give me an Arcane Capacitor' wish for 18,000 produce points at Livid Farm.

Notes
The Arcane capacitor necklace once needed to be charged with 1,000 charges, requiring 1,000 times the normal runes for the spell you wanted to charge it with. Casting a spell from the necklace would cost 3 Astral runes and use up one charge.
