If you refuse to kill Captured Meiyerditch citizens, you can pay the Darkmeyer blood trader Darkmeyer notes in order to get blood for the Vyrewatch guards. This is one method to gain status during The Branches of Darkmeyer quest.
The Canifis settler needs to be threatened with a Wolfbane dagger before she will hand over the Notes.
