You can make this item by spinning sinew or a tree root on a spinning wheel. You gain 15 Crafting experience for this. Then, use the item on an unstrung crossbow. You will need different Fletching levels and will earn different amounts of Fletching experience depending on what type of crossbow you string. See the Fletching Skill Guide for more information.
