The shot put room is on the first floor of the Warrior's Guild in the north-east room. This is in the south pile, whereas the north pile contains 18lb shots.

Notes
Before starting shot put, you must have nothing equipped in the glove, weapon and shield slot. 22lb shot is not able to be put in inventory or equipment slots. If you try to pick it up, the Ref responds with "Hey! You can't take that, it's guild property. Take one from the pile."
